Make claim rate possibility, for example, it would be possible to evaluate a person's builds through a certain command, this way it would be possible, through some server events to choose the build or area with the most ratings or something like that.

I don't think this is a good idea for several reasons:

Currently, votes are being conducted not even within the project boundaries (e.g., Google Forms).
This way, event organizers wouldn't be able to choose whether only players, only administration, or both vote in the event.
It's very easy for the administration to not notice players being asked to vote for specific plots (or even being paid for a vote).
By creating alts, it's very easy to farm votes for yourself.
